The fee serves three main purposes. One is to help support the cost of running the Guild voting process. The second is that it ensures that filmmakers believe in their project by being willing to pay to have a chance for their project to be distributed. The third is that it ensures there is some level of quality to the submission, because if the submitter cannot afford to pay the submission fee, it is likely that the submitter also did not have enough money to produce a high enough quality submission to have a chance at receiving a decent Guild score.
